Sinopec strictly adheres to its workplace safety management system, implementing comprehensive risk assessments, hazard identification, and management procedures. The Company has continuously enhanced process safety management, strengthened oversight for both contractors and direct operations, and accelerated the professional development of its personnel. Rigorous safety supervision and inspections are also in place to ensure compliance with established standards and adherence to safety thresholds.

Workplace safety management

Sinopec has improved its HSE management system, optimized the operations of its specialized subcommittees, and explicitly defined the responsibilities of its headquarters departments for managing system elements. Implementation plans were issued and reinforced to ensure the comprehensive execution of key tasks. We promoted five-minute safety education sessions at all levels, achieving remarkable results in the targeted rectification of safety issues in hazardous chemical enterprises and effectively strengthening process safety controls, especially in managing abnormal operating conditions. Sinopec has established and implemented safety responsibility and work task lists for all employees, promoting grid-based safety management at the grassroots level. We have also provided basic skills training for HSE management personnel across all levels and organized awareness campaigns, such as Workplace Safety Month and Occupational Disease Prevention and Control Law Publicity Week. Furthermore, we held safety lectures and specialized HSE training sessions and compiled and distributed typical accident case studies.

Safety risk prevention and control

Sinopec has actively strengthened its risk management efforts and addressed potential safety risks, launching targeted rectification for eight identified hazardous chemical safety risks, completing 12 risk mitigation and downgrading measures, and rectifying 24 potential risks as scheduled. In 2023, the Company also conducted a special investigation and rectification action for major accident hazards, while promoting special activities such as self-inspections and self-corrective actions to prevent major accidents. By establishing an application-based alarm management system, Sinopec has implemented a classified and tiered alert mechanism for key parameters across its production units, equipment, and facilities within its refining and chemical operations, and strengthened the management of anomalies and control of risk sources. The Company has also improved its emergency response plans and strengthened emergency drills to continuously improve employees' emergency response capabilities.

Sinopec enforces strict and practical process management by establishing a safety inspection team to conduct full-coverage supervision, inspections, and service guidance, along with carrying out annual HSE inspections. The Company has implemented the Ministry of Emergency Management's "1222" long-term mechanism to manage offshore oil safety risks, with a focus on rectifying and upgrading aging offshore facilities. Sinopec has also maintained rigorous coal mine safety supervision, conducting specialized investigations and managing potential risks, including technical services, hidden hazard identification, and fire safety. Additionally, the Company has enhanced its evaluation of HSE process performance by developing an enterprise safety performance information platform and establishing a process evaluation index system.

Operational safety

Sinopec has strengthened its contractor and direct operation management by revising safety management measures, initiating a pilot "two-way" safety assessment for contractors, and optimizing the quantitative safety scoring rules. The Company has also strengthened oversight of high-risk operations and established on-site supervision mechanisms for hazardous and major projects. Furthermore, we have launched targeted safety rectification initiatives for contractors and construction sites, conducted comprehensive safety risk rectifications for onshore oil and gas operations, and strengthened control measures for both internal departments and contractors, particularly for high-risk activities. We have also established a smart and safe construction site management system, conducted special inspections during major overhauls, and adopted the “Four Nos and Two Straights” approach (no advance notice, no formalities, no reporting, no escorting and reception, and going straight to the grassroots level and project sites). Additionally, the Company has established a remote video inspection mechanism to monitor violations, introduced the "Workplace Safety at Your Fingertips" platform for all employees, and actively investigated and penalized non-compliant behaviors.

Transportation safety

Sinopec has strengthened safety oversight for hazardous chemicals transportation by expanding supervision of carriers, updating regulations on accident reporting and accountability, strengthening internal investigations and enforcement, and conducting special inspections to ensure compliance with transportation safety standards. The Company has reported common issues within its enterprises and related organizations, directing key enterprises to implement the safety assurance plan for hazardous chemicals transportation during the “Two Specials and Two Keys” period (special operations and special periods, as well as hazardous chemical processes and key supervised hazardous chemicals). Additionally, it has promoted the deployment and application of a risk monitoring and early warning system for hazardous chemicals transportation, enabling real-time online monitoring of carriers and their vehicles.

Public security

Sinopec has strengthened oil and gas security measures and anti-terrorism protocols, while actively working toward achieving key security objectives. The Company has successfully fulfilled safety and environmental protection responsibilities for major events such as the National People's Congress and the Hangzhou Asian Games, receiving high commendation from relevant state ministries and commissions. We have also implemented proactive natural disaster prevention measures during the flood season, closely monitoring and managing disaster risks on a daily basis. Targeted prevention and control measures were coordinated across our enterprises, resulting in zero workplace safety incidents or disaster-related events. Additionally, we have established a geological disaster risk management system for our enterprises in the Sichuan and Chongqing industrial zones, enabling information-based and intelligent management of geological risks across the entire chain. The Company has also revised and issued the Sinopec Oil and Gas Pipeline Safety Management Regulations and led a comprehensive risk investigation of aging pipelines, completing the assessment, rectification, and elimination of identified issues and potential risks.
