Watching Flowers Bloom: Sinopec Nurtures Education to Cultivate the Blossoms of Hope
A strong rural education system is critical to the successful implementation of the rural revitalization strategy. To this end, Sinopec has actively implemented the guiding principles of General Secretary Xi Jinping's key directives on advancing the rural revitalization strategy and making solid progress toward building China into a leading country in education. With a focus on "cultivating talent for the Party and the nation", the Company has set a clear objective to "run quality schools near people's homes" for its assistance efforts, and developed a group-based, multi-tiered model for paired educational assistance. To date, Sinopec has invested a total of CNY 500 million to support the construction of more than 300 primary and secondary schools, enhancing educational facilities and improving teaching quality. These efforts are ensuring that children in rural areas not only have access to schooling but receive a high-quality education, illuminating the path for rural revitalization through education.
Groupbased Assistance Builds Synergy
Sinopec has implemented a group-based assistance strategy to provide clear direction for its educational assistance efforts, ensuring systematic planning and coordination at the group level. It has also developed institutional documents, including the Sinopec Implementation Plan for Educational Assistance and the Guiding Opinions on Paired Educational Assistance by Sinopec's Directly Affiliated Entities. With a focus on schools, teachers, and students, Sinopec has formed implementation plans to improve educational and instructional standards and support schoolspecific development projects, transforming its integrated strengths into a robust force for educational assistance through both internal and external efforts. In August 2024, Sinopec held the first "Teacher Growth Plan" training course and on-campus volunteer exchange under the "Spring Bud Nursery" public welfare program. The event gathered teacher representatives and assistance officers from over 50 participating schools across 15 provinces in China.

Multi-tiered Assistance Improves Quality and Efficiency
Sinopec has adopted a multi-tiered approach to systematically promote educational development. Drawing on the experience of the Green Rural Revival Program, the Company has approached educational assistance as a systematic initiative with a focus on both infrastructure and teaching quality, implementing integrated strategies and coordinating efforts across three areas: schools, students, and teachers. To support schools, Sinopec has invested CNY 190 million across 59 schools to upgrade teaching facilities, improve school-running conditions, advance informationization capabilities, and foster distinctive campus cultures. To support students, the Company has launched the "Sinopec Companion Learning" digital platform, providing CNY 2.11 million in direct grants to 4,181 students from disadvantaged backgrounds and awarding CNY 1.85 million in scholarships to 2,373 students. It has also introduced dedicated programs such as the "Spring Bud Nursery" and "Academicians Classroom" to bring high-quality educational resources to children in rural areas. To support teachers, Sinopec has launched the "Support Retired Principals Go Down to Countryside" program and established Teaching Awards to further enhance faculty capacity. It has also brought in educational resources from prestigious schools, organized joint teaching and research activities, and facilitated faculty exchanges through reciprocal school visits. Through a combined approach of targeted and holistic training, Sinopec has sent teachers to top institutions for on-the-job training and invited over 100 100 renowned teachers to deliver training sessions at assisted schools. These efforts have further strengthened faculty capacity and contributed to the high-quality, balanced development of rural education.
Paired Assistance Delivers Targeted Support
Sinopec has implemented a precisely matched paired assistance model to drive meaningful improvements in rural education. With a focus on addressing key challenges in rural education, the Company has developed four innovative paired assistance frameworks that align closely with local educational needs and combine targeted support with self-sustaining capacity—one enterprise assists one school, one school mentors another as a sister school, one experienced teacher from a well-established school guides one rural teacher, and one employee provides mentorship and assistance for one student. To date, 65 Sinopec entities have been paired with 59 schools, building an extensive network of educational assistance that enhance the quality and efficiency of rural education.
