Enhancing Green
Management

Sinopec places energy conservation and environmental protection at the core of its operations. The Company has adopted pollution prevention and control measures that exceed national and local regulatory standards, integrating ecological and environmental protection requirements into every aspect of production, operations, and development. It has also continued to advance comprehensive environmental management through full stakeholder engagement, end-to-end oversight, and year-round implementation, supporting its strategy for green and clean development.

Improving Environmental Protection Systems

Within the framework of its HSE management system, Sinopec has strengthened its environmental management by establishing 16 internal regulations, creating a comprehensive environmental management framework that covers pollution prevention, ecological conservation, environmental management for construction projects, environmental monitoring and reporting, risk management, and emergency response. Sinopec has also released the 2024 Energy Conservation and Environmental Protection Work Priorities and the HSE Management Performance Evaluation Metrics, conducted monthly evaluations of environmental performance indicators, and incorporated the results into the year-end corporate performance assessments.

Standardizing Project Management

Sinopec has enforced rigorous environmental management throughout the full lifecycle of its construction projects, adopting a tiered management system to ensure that environmental impact assessments, acceptance inspections, and other protective measures are implemented during construction, pilot production, and completion, strictly following applicable procedures. This approach has effectively eliminated non-compliant practices such as beginning construction without environmental approval or failing to conduct environmental inspections. The Company has also actively adopted green and ecological design practices, maintaining strict controls over total energy use and environmental impact intensity, and has implemented an environmental review and countersignature mechanism for construction projects to raise the baseline environmental standards of construction projects. Regular environmental compliance inspections are also carried out to promptly identify and address any violations or environmental risks.

Preventing Environmental Risks

Sinopec remains committed to comprehensive environmental risk prevention and control, guided by the principles of "whoever is in charge is responsible" and "full stakeholder engagement, end-to-end oversight, and year-round implementation". The Company has established a risk and emergency management system grounded in classified control and tiered accountability. It has also updated internal regulations such as the Technical Guidelines for Assessing the Risk Index of Environmental Emergencies, expanding the system's coverage of core management, supervision, and assessment functions, including risk identification and evaluation, compliant development of emergency response plans, standardized preparation of response materials, and water pollution risk prevention and control across petrochemical subsidiaries. In addition, clear requirements have been set for risk classification and management, leadership accountability, and potential hazard identification. Sinopec has strengthened comprehensive environmental risk control and provided guidance to subsidiaries to effectively identify and mitigate environmental risks throughout the project lifecycle, from construction and operations to decommissioning. In 2024, Sinopec conducted post-incident reviews of emergency response and risk control practices, completing on-site inspections at 20 subsidiaries.

Disclosing Environmental Information

Sinopec and its subsidiaries have formulated environmental information disclosure policies in strict compliance with applicable national and local regulations, timely and truthfully disclosing relevant information, and establishing dedicated mechanisms to communicate with residents in surrounding communities on ecological and environmental issues as needed.
