Sinopec has thoroughly implemented General Secretary Xi Jinping's key directives on agriculture, rural areas, and farmers. Drawing on the experience of the Green Rural Revival Program, the Company has actively fulfilled its political responsibility to serve the Party, the country, and the people. Following the principles of "strengthening the foundation through education, stimulating industries through consumption, driving development through industrial growth, and promoting revitalization through Party building", Sinopec has contributed to advancing all-around rural revitalization with the goal of setting a benchmark for SOE-led assistance. As a result, it has received the highest rating of "Excellent" in the central SOE targeted assistance performance evaluation for seven consecutive years.

Remaining firmly aligned with the goal of targeted assistance, Sinopec has stayed committed to clear objectives, prioritized action, and practical results. Through proactive planning, efficient execution, and robust support measures, the Company has created a positive cycle that enhances education, improves industry profitability, increases farmers' incomes, and promotes local economic development. These efforts have vigorously and effectively advanced all-around rural revitalization, improved living standards, and inspired greater confidence in a better future.

"One County, One Industrial Chain" industrial assistance

To promote rural prosperity through local industrial revitalization, Sinopec has developed the "One County, One Industrial Chain" demonstration project, improving the quality and efficiency of industries across all nine assisted counties and successfully establishing complete local industrial chains. Through end-to-end value chain integration, Sinopec has helped upgrade local industries and cultivate distinctive local products, including Dongxiang quinoa, Yuexi Cuilan tea, Yingshang roast salted duck eggs, Fenghuang kiwifruit, Luxi iron-boned pigs, products from the Yopurga Sunshine Bazaar, Zêkog yak meat, Baingoin yak meat, and Youyang tea oil. In particular, Dongxiang quinoa has become a signature local brand, boosting average household income by approximately CNY 8,000. Meanwhile, the Yuexi Cuilan tea brand has surpassed CNY 3 billion in market value, with its supporting industrial chain directly increasing the income of 12,000 tea-farming households. The Company has also provided technical support for the cultivation, production, and processing of kiwifruit in Fenghuang County, benefiting over 10,000 farming households. In Yopurga County, it has supported the development of new fennel varieties and introduced 31 high-quality cotton strains. In Yingshang County, the Company has empowered the roast salted duck egg industry through the integration of digital technologies, generating an additional CNY 20 million in annual revenue. In Zêkog County, it has established a yak industry demonstration park under the "One County, One Industrial Chain" model and introduced the regional public brand "Zeyou Mupin".

Sinopec has launched the Anhui Yuexi Centralized Photovoltaic Power Generation Project—its first tea–solar complementary green energy project in a county receiving targeted assistance for rural revitalization. The project focuses on promoting integrated tea cultivation and PV power generation to support rural revitalization, aiming to increase farmers' incomes while contributing to broader local economic and social progress.

Consumption support

Sinopec has actively tapped into the potential of internal consumption, leveraging its flagship retail platforms, such as Easy Joy, and its operational expertise to direct resources toward local industrial growth. Through measurable outcomes achieved via consumption-driven assistance, Sinopec has made meaningful contributions to all-around rural revitalization.

Party-building assistance

Sinopec has leveraged its strengths in Party-building by connecting advanced Party branches from its directly affiliated enterprises with designated assisted counties and villages to foster joint development. The Company has focused on supporting the leadership of the village's Party branch committee and villagers' committee, establishing clear accountability among Party members and local officers, and building a three-tiered support system: oversight by seconded cadres, execution by township leaders, and on-the-ground assistance by first secretaries. In Dongxiang County, Sinopec has established the Sinopec Party Member Education Base, which also functions as the Dongxiang County Rural Revitalization School and is now fully operational. To strengthen grassroots-level Party organizations, advanced Party branches from Sinopec's directly affiliated enterprises have also partnered with assisted schools to carry out joint Party-building activities. Furthermore, recognizing the synergy between Party-building and industrial development as a key driver of rural revitalization and increased farmer income, Sinopec has signed development cooperation agreements to jointly advance Party-building efforts across the industrial chain.
