Guided by the principle of "people-oriented, prevention-first, and safe development" in its overseas public safety management practices, Sinopec strictly complies with the safety and environmental laws, regulations, and standards of the countries and regions where it operates, establishing a comprehensive, systematic, and long-term framework for managing overseas public safety and environmental protection. By fostering a strong safety culture, enforcing accountability, and optimizing early warning and prevention measures, Sinopec has strengthened the safety foundation of its overseas operations, providing a safer, more sustainable workplace for both employees and local communities. The Company has also embedded the philosophy of green development throughout its production and operation chains. Furthermore, through advanced clean production technologies, Sinopec has continued to improve resource utilization efficiency, support circular economy practices, enhance ecological and environmental protection, and respond proactively to global climate challenges. In partnership with global stakeholders, the Company has also worked to build a greener, low-carbon future and protect the beautiful home we all share. In 2024, Sinopec held 84 overseas public safety training sessions, reaching a total of 4,627 participants.

Case

Green drilling helps protect the natural beauty of the "Pearl of Africa"

In November 2024, Sinopec International Petroleum Service's Integrated Intelligent Silent Drilling Rig Project in Uganda, recognized as a benchmark green environmental benchmark project in Uganda, received the "Small Yet Smart" International Energy Cooperation Best Practice Award. This was Sinopec's first overseas deployment of a highly integrated, intelligent, and environmentally friendly silent drilling rig, with equipment management and operations handled by Sinopec Zhongyuan Petroleum Engineering.

Uganda, located in East Africa, is known for its lush landscapes and abundant wildlife, earning it the name "the Pearl of Africa". To help protect biodiversity in Uganda's Murchison Falls National Park, Sinopec has deployed the world's most advanced 50DBS ultra-silent intelligent drilling rig, which fully meets noise reduction standards and is camouflaged and equipped with color-adaptive tools. It operates with zero waste and no liquid discharge, significantly minimizing disruption to local wildlife. Compared to conventional drilling rigs, it also reduces carbon emissions by over 90%.

To minimize impact on local wildlife habitats, the TILENGA EPSCC project team—part of Sinopec International Petroleum Service's Integrated Intelligent Silent Drilling Rig Project in Uganda—has established designated animal migration corridors along the pipeline route. In line with environmental standards, a corridor at least 30 meters wide is reserved every 500 meters. Strict access controls are enforced within the construction zone, while drone surveillance monitors wildlife movement and behavior to prevent accidental intrusions into the pipeline route. Dedicated pathways have also been built for elephant herds, further preserving their natural habitats.

Intelligent environmental practices safeguard the "lungs of the Earth"

Home to some of the richest biodiversity on Earth, Ecuador is often hailed as the "lungs of the Earth". Committed to safeguarding its Amazon rainforest, Sinopec has restored 2 million square meters of vegetation, promoting harmony between humans and nature, as well as between industrial operations and the environment.

The Andes Project—undertaken by Sinopec International Petroleum Exploration and Production, the Ecuador Branch of Sinopec International Petroleum Service, and other Sinopec-affiliated enterprises in the country—has implemented rigorous ecological and environmental protection measures. These include building environmentally friendly clustered well sites in the tropical rainforest, implementing clean and green drilling methods, and adopting specialized technologies like rock cuttings reinjection and wastewater treatment to minimize pollutant discharge. A comprehensive environmental management center has also been established to oversee waste recycling, sorting, and reuse, while a dedicated team is set up to coordinate and implement carbon reduction initiatives. The collection and recovery of associated gas has progressed in a systematic manner, with the captured gas converted into liquefied petroleum gas for use in nearby communities, minimizing its impact on the tropical rainforest ecosystem. For its exemplary practices in environmental protection, Andes Petroleum Ecuador was honored as the "Best Foreign Company in HSE & Community Affairs" and named the "Outstanding Environmental Compliance Award" from Ecuador's Ministry of Environment. It also received the honorable title of "World's Best Company in HSE and Sustainable Development".

Protecting marine life, safeguarding the blue planet

Sinopec is deeply committed to preserving the marine environment in its areas of operation and fostering favorable habitats for marine life. The Angola Branch of Sinopec International Petroleum Exploration and Production has actively participated in local public welfare initiatives to conserve mangroves, helping create "sea forests" that serve as ecological barriers. Along local shorelines, employees have planted over 2,000 seedlings of mangrove, known as the "coast guards" and "green lungs of the sea", creating a haven for fish, shrimp, and birds, where blue skies, lush landscapes, and clear waters thrive together.

Ensuring safe construction of the Marjan project with a three-pronged strategy

In the fourth quarter of 2024, the Sulfur Recovery Unit Project at the Marjan oil and gas field in Saudi Arabia entered its final construction stage, which included process pipeline work, equipment installation, and electrical and instrumentation tasks. These involved critical high-risk activities such as lifting operations and working at height. Prioritizing frontline safety, Sinopec Tenth Construction has adopted a three-pronged management strategy encompassing comprehensive risk and hazard identification, continuous improvements in safety briefings, and proactive promotion of a safety-first culture. This management model has strengthened on-site safety controls, contributing to the successful delivery of Sinopec's annual goals for overseas engineering project performance breakthroughs and value creation.
